cant download files

I was trying to play on the BuD server, but when it switched maps I got an error saying "connection failed downloading of db-lauzhou not allowed" i tried to connect to another server running the same map and it also said that. I went and found the map and installed it manually, then when I tried to join bud it said "connection failed downloading ut2vote43b2 not allowed"
wtf?

some servers send files, other don't...talk to Imaginos the admin. afaik though, downloading should be enabled for bud

i fixed it, I had to go into my own deathball.ini file and change AllowDowloads to True. I didnt know this affected client as well thought it was just a server setting.
