Does this level involve some extent of guesswork or are we actually being told what exactly we need to do?

no guesswork, but we're not being told what to do either. not exactly.

Hints dry up in the negative levels... but guessing is rarely the method of finding the solution. It is nearly always written somewhere, with few exceptions.

Very bizzare image. And it seems it's a level where I have no idea where to even start..
