Wouldnt the netspeed bind be in the server logs?
if a server admin were to check them and see that it would it become a default loss for the team that did it?

question: if you have multiple different binds like:

will that be affected by the delay, or will it only be on same command?

Yes. You would see the client's netspeed changes. A demo of the game would prob be required to support the evidence as well. At this time, demo playback won't allow you to rewind or cue to a given point to re-examine a single moment of the game, like in American NFL replay challenges. That is unfortunate and I hope that changes in UT2004 cause having to watch the demo all the way thru like it's a streaming source sucks.
