can you move a line to make less than one but more than zero?

I'll have a go.
4 men. Man a, b, c and d. They're arranged like this:
a b c | d
The | is a wall that none of the men can see over or through. They are looking to what you see as the right. They cannot turn around.
Each man is wearing a hat. Each hat is either white or black. The men have no idea what colour hat is on their head, but they do know there are two blacks and two whites. When they know which colour hat is on their head they must call it out. The hats are arranged like so:

a. b c | d
(ignore the dots)
Who knows which colour hat they are wearing?

"b" knows he's wearing a black hat, because "a" doesn't say anything.
If "a" saw 2 hats with the same color, he could say he's wearing the other color, but he remains silent. So he must see 2 different colors. "b" sees a white hat (on "c"'s head), so he knows he must wear a black one.
