You can make hair lengths on some of them.. at least concievably.... using some old tricks.
Hell... if you use scrolling alphas you could make hair that grows...
I'm not sure about the UT2K3 engine... but the easiest ways to make hair lengths normally, for hair styles done like Romulus', Remus', Blackjack's, etc. would be to just model everything long. You know... just expand the polys... Then, have hair texture that maps fully to the hair. Then.. for the shorter haircuts, just make it so the alpha layer forces all the hair thats too long to be transparent.
You could get like 4 hair lengths out of one mesh. This of course, wouldn't work with say... Afros, as you would need a separate sphere for each layer. Hair that is made out of extruded edges, however, can be made to do this.
Super Saiyan hair is excellent, If you (team V) don't implement the changing of colour (which you probably won't) atleast include the style so that us anime geeks can enjoy Super Saiyan hair...:p
